You can download body measurement log sheets for use with any of the WLC System Starter Programs.
You'll see there are measurements to be taken for the first couple weeks of each program and then the measurements go to once per week.
This allows you to practice each day until you're very good at taking precise measurements. Practice makes perfect.
Also, you'll see 3 measurements each day. This allows you to take 3 measurements which should be very similar. If not, you need to practice taking the measurements even more.

Just right click on the button below and save the file to your computer. From there you can print the sheets out.
Stick with this, and you'll be very good at measuring your progress.
Once you're able to measure your progress properly, you'll be able to make the correct changes to your program to continue making progress.
