Build Under Developed Thighs and Calves

hey josh,

i have been working out for 4 years now and my muscle has not grown for the past 1 year. i am not able to build my legs as well as my upper body, my biceps are 15 inches my chest 41".

my calves are 13.5 inches and thighs 21". give me some tips to put on some serious muscle in my legs and some tips to build my neck muscle.

and how often should i work my thighs and calves in a week??? and how often should i workout my forearms??? they measure just 12inches... looking forward to your advice...
